Here is the AEPEP (AEP Energy Partners, LP) 2007 contract.

This contract has since been amended. The amendment(s) are secret except for two pieces of information they (AEPEP) allowed the city to release a few weeks back at a city council meeting. (More information on this to follow).

Note: This contract was to expire at the end of 2017, however the latest amendment moved the contract expiration date to the end of 2018.

The two pieces of information that were allowed to be released  (from the latest AEPEP amendment) are:


1) That the contract as amended and is now in place, does not end until the last day of 2018 (Basically the current amendment added an extra year. to the AEPEP contract.)

2) That there is a "Risk" of congestion fees starting in 2015.

Basically stating that the city might have to pay congestion fees starting in 2015. This also tells us that the amendment that is in now in place released the city from paying congesting fees for a short period of time.


This 2nd piece of information is so critical to understanding the leverage AEPEP has on the city and its citizen. This will be further discussed in the Discussion section.

I am in the process of verifying that if the council wishes to lower the electrical rates to 2012 levels there is nothing in the AEP contract that prevents the council from doing so, as it was insinuated at the 10-16-14 council mtg. Stay tuned for more information.
